Town of Belleair Charter Sec. 2.11. (1): Proposed ordinances shall be read in full, or by title on at least two (2) separate meetings of the commission; which meetings shall be not less than seven (7) days apart, one of which shall be a regular meeting. At least 10 days prior to adoption, each proposed ordinance shall be noticed once in a newspaper of general circulation in the town. No ordinance shall have an effective date less than thirty (30) days following its enactment.
